The United States Congress authorized the original six frigates of the United States Navy with the naval Act of 1794 on March 27, 1794.  The ships were named United States, Constellation, Constitution, Chesapeake, Congress and President.  Six different sites were used for construction.  The United States - Philadelphia, PA, the Constellation - Baltimore, MD, the Constitution - Boston, MA, the Chesapeake - Gosport, VA, the Congress - Kittery, ME and the Constellation - Baltimore, MD.  After the Treaty of Tripoli was signed in 1796 and in accordance with the Naval Act construction of the frigates was to be discontinued.  President Washington requested instructions from Congress and a final decision was made to allow Washington to complete three frigates.  The three frigates nearest completion were the United States, the Constellation and the Constitution.  The United States launched on May 10, 1797, the Constellation launched on September 7, 1797 and the Constitution launched on October 21, 1797.  Funding was finally made available for the completion of the remaining three frigates and the Congress launched August 1799, the Chesapeake launched on December 2, 1799 and the President on April 10, 1800
